I am convinced they are just ready to pull their hair out because they could not deal with these complex mandates we put on them from the Federal Government. I think there is a bigger issue here, and that is sometimes the Federal Government just needs to get out of the way and let the States and parents make the decisions on education. Because it seems like the more we get involved from the Federal level, the more we have a tendency to mess things up.
