Mr. Chairman, H.R. 4571, does exactly that, strips the authority. And Congress can and has the authority to strip from law enforcement units and Forest Service and Bureau of Land Management their authority and their ability to enforce the laws that they have been responsible under their jurisdiction to enforce. So this amendment, as I said earlier, is a reassurance that the intentions are both good intentions, to retain these services, but that, by approving this amendment, we effectively negate and hold harmless and impotent the present legislation that is out there to, indeed, get rid of these units. Mr. Chairman, I reserve the balance of my time.
