Mr. Speaker, I rise in opposition to the rule on H.R. 427, and I thank my friend for yielding. This bill is the very definition of political legislation and serves absolutely no purpose in ensuring better rules. This legislation accomplishes nothing, aside from slowing down the administrative rulemaking process and giving Congress the power to shoot down any action that this majority doesn't like. By requiring a joint resolution of congressional approval prior to enactment, the only surefire achievement of this legislation is a longer rulemaking process, not a better one. Let me humor my Republican colleagues and try to give them the benefit of the doubt. They claim that this bill is about requiring Federal agencies to be more transparent in their actions. They want reports on how rules impact the Federal budget. But why should transparency only be limited to the budget? If transparency is the gold standard, why aren't we demanding reports on how these rules impact our most vulnerable and at-risk citizens? If we are striving for transparency, let's be transparent about all things. Yesterday, I submitted an amendment to address this point. But unsurprisingly, this rule does not allow my amendment to be considered. This proves yet again that this Republican majority cares more about protecting industry than protecting our people or our planet. My amendment was simple.…
