None of the funds made available by this Act may be used to implement, administer, or enforce the rule entitled ``Hazardous Materials: Enhanced Tank Car Standards and Operational Controls for High-Hazard Flammable Trains'' published by the Department of Transportation in the Federal Register on May 8, 2015 (80 Fed.
