This is common sense. Balance is everything. We have a balance of problems with spending. We have acknowledged that we want to see a proper balance in all the utilizations of energy. This country can be energy independent. What it means is not picking winners and losers, but actually using a conservative type of balance. I yield back the balance of my time. The Acting CHAIR.
