It is critical that Congress is empowered to conduct rigorous oversight before any emergency funding has been placed into FEMA's hands.
I think this is a Catch-22, but I also think there is a light at the end of the tunnel.
I think providing additional resources to the agencies processing these permits, it creates a direct line of benefit to the projects, and pushes them along.
