So wouldn't it behoove us to work with industry, to sit down jointly in a venture to say, listen, there's limited capital, we definitely want to have the innovative spirit, we want to definitely keep that here, how do we streamline this, how do we work this, and it starts with basic building blocks, and it comes back to the basic building blocks of what business is about, and that's one thing I'm seeing constantly over and over again in government is a lack of business skills in understanding what it takes to actually get something to the market.
