So in regards to the private industry and the segments that are dependent upon this versus, as you quantified it, the deep pockets of the Federal Government, wouldn't something like equal access to justice, shouldn't that have some application for those that are egregiously harmed by the Federal Government?

I mean, I have got people who have waited now--their exposure has now been almost 70 years, and they have been excluded because of an administrative error from what Congress intended to the bill writing.
