The text of the amendment is as follows: At the end of division C (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used to implement, administer, or enforce the final rule entitled ``Endangerment and Cause or Contribute Findings for Greenhouse Gases Under Section 202(a) of the Clean Air Act'' published by the Environmental Protection Agency in the Federal Register on December 15, 2009 (74 Fed. Reg. 66496 et seq.). The Acting CHAIR. Pursuant to House Resolution 445, the gentleman from Arizona (Mr. Gosar) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Arizona.
