None of the funds made available by this Act may be used to implement, administer, or enforce the final rule entitled ``Endangerment and Cause or Contribute Findings for Greenhouse Gases Under Section 202(a) of the Clean Air Act'' published by the Environmental Protection Agency in the Federal Register on December 15, 2009 (74 Fed.
