Mr. Chairman, I rise as the designee of the gentleman from Missouri (Mr. Luetkemeyer), and I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of division D (before the short title), insert the following: Sec. _. None of the funds appropriated or otherwise made available to any Federal department or agency by this Act may be used to make assessed or voluntary contributions on behalf of the United States to or for the Intergovernmental Panel on Climate Change, the United Nations Framework Convention on Climate Change, or the Green Climate Fund. The Acting CHAIR. Pursuant to House Resolution 431, the gentleman from Arizona (Mr. Gosar) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Arizona.
