Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill, insert the following: SEC. 5. EFFECTIVE DATE. Section 2 of this Act shall not be effective until the Secretary of the Interior, in consultation with the Secretary of Labor, finds that the prohibition under section 2 will not adversely affect jobs available to minorities and women.
