The text of the amendment is as follows: At the end of the bill (before the short title) insert the following: Sec. __. None of the funds made available by this Act may be used to implement, administer, or enforce the draft technical report entitled ``Protecting Aquatic Life from Effects of Hydrologic Alteration'' published by the Environmental Protection Agency and the United States Geological Survey on March 1, 2016 (81 Fed.
