Mr. Chairman, I rise as the designee of the gentlewoman from Arizona (Mrs. Lesko), and I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill, insert the following: SEC. 3. EFFECTIVE DATE. This Act shall not be effective until the Secretary of the Interior, in consultation with the Secretary of Labor, finds that the withdrawal under section 2 will not adversely affect jobs available to Native Americans, other minorities, and women. The Acting CHAIR. Pursuant to House Resolution 656, the gentleman from Arizona (Mr. Gosar) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Arizona.
