In these times of economic uncertainty, with ranchers facing drought throughout different pockets in the West, with ranchers taking voluntary reductions, with ranchers taking forest reductions implemented by the agency because of ESA issues, NEPA issues, whatever the issue may be, our capacity to produce wealth, to produce income, has been diminished over the past several years.
