Once again, doing the same thing over and over again and expecting a different result is insanity. Once again, we have seen the ineptness of the United Nations in regard to this. We have seen the misuse of money to developed nations like China and India, and we allow them to continue to pollute when we set the example. I like the idea of setting the example for everybody else to follow. We are the innovators. We are the leaders. We ought to establish that. I ask everybody to vote for this amendment.
