there are no easy answers in Bosnia, no quick fixes. But I believe we must lift the embargo--now. The Bosnians want to defend themselves against rape, murder, and ethnic cleansing. But let's face it: the fundamental right of self-defense is meaningless without the opportunity to procure weapons. The Bosnians deserve the same chance to defend themselves that the people of Afghanistan had in their fight against Soviet terror. The current policy of the United States is to be an active accomplice in the strangulation of the Bosnian people. And we are doing great damage to the vitality of NATO and the credibility of the United States. The debacle of Bosnia sends a clear message to the tyrants around the world--the United States can be bullied, and will not even stand up against genocide. No tyrant will ever negotiate a settlement when he can get everything he wants by force. If we continue to be paralyzed by weakness, countless American troops may be needed in the future to counter the aggressive actions of tyrants who conclude that America's weakness in Bosnia is the post-gulf-war reality of the United States. Let us do what is right, and begin the restoration of America's foreign policy. Lift the embargo.
