I will just say in summation, I think the gentleman from Louisiana (Mr. Scalise) said it very well, and that is: How in the world are we going to get to the serious cuts to try to get our budget balanced if we can't even cut a million dollars to give to China to see how China's tea is going to grow with climate change?
