I would encourage the Department of Homeland Security and the administration to also recognize what I think is fairly obvious, which is that policy must be changed in order for us to get control of the situation on the border.

This is unacceptable. Congress appropriated this funding to support local communities like Tucson and to prevent street releases, which harm communities and migrants.
