colleagues, this is a very straightforward sense-of-the-Senate resolution. It would simply express the sense of the Senate that we support a supermajority to raise taxes. Many of the States in this country now have supermajorities. In some of the fastest growing States like Arizona and Florida and Nevada, our State legislatures pass supermajorities to raise taxes with 69, 70, 71 percent of the vote. It has not hurt the economy. In fact, it has helped the economy of those States. The House of Representatives will be considering a constitutional amendment to do this. The Senate will probably not be considering that. But I do think it is important, before tax day, April 15, for the Senate to at least express its view that it ought to be as hard to raise taxes as it is to cut taxes. That means we should have some kind of a supermajority to raise taxes here in the U.S. Congress. It is a sense of the Senate. It expresses a very simple proposition that Americans are taxed enough and that to tax them any more should require more than a bare majority of the House and the Senate.
