First of all, the U.N. inspectors have determined Iraq is not voluntarily disarming as required by United Nations Resolution 1441. Quoting Hans Blix, head of the inspector team: Iraq appears not to have come into genuine acceptance--not even today--of disarmament which was demanded of him and which he needs to carry out to win the confidence of the world and live in peace.
