Obviously, that can be used for any of the legitimate purposes for registration, including preventing wrongful removal. It is a good voter protection. To reiterate, it is voluntary, not mandatory. It allows for use of Social Security numbers as one additional element of which the States could take advantage. It does have a privacy protection, but with the second-degree amendment of the Senator from Kentucky, it provides an additional element of privacy protection.
