Second, we have to fund the programs adequately. The Senator from West Virginia made the point at a hearing we had the other day--he made the point earlier, and he made the point again today, and the Senator from West Virginia is absolutely correct--that we have an obligation, as the Senate then, to fund this to the extent that will be necessary. We think we have the elements of that built in here, but that will be the other half of what has to be done.”
