I think what we are going to be able to agree to is that after the proponents and opponents of the Schumer amendment have concluded their debate, we will have an up-or- down vote on the Schumer amendment. In either event, I believe we could at that point get a unanimous consent agreement that the study and report called for in the Kyl second-degree amendment could be voted on by voice vote. But until Senator Bond is available to confirm that, we do not need to propound that particular request. So we should simply go ahead with the debate on the underlying Schumer amendment. Given the fact that Senator Schumer just spoke in favor of that, let me simply take about 2 minutes to second what Senator Schumer did and then turn time over to an opponent of the amendment, perhaps the Senator from North Carolina.”
