If there is another 9/11 and people obtain fraudulent documents as they did in that case like drivers licenses, for example, and people ask why it happened, I think every one of us has to be able to say we did everything we could to prevent it from happening.
Kyl emphasizes the need for urgency in preventing fraudulent documents to avoid future attacks.
