The Senate finds that-- (1) the Nation's current tax system is indefensible, being overly complex, burdensome, and severely limiting to economic opportunity for all Americans; (2) fundamental tax reform should be undertaken as soon as practicable to produce a tax system that-- (A) applies a low tax rate, through easily understood laws, to all Americans; (B) provides tax relief for working Americans; (C) protects the rights of taxpayers and reduces tax collection abuses; (D) eliminates the bias against savings and investment; (E) promotes economic growth and job creation; (F) does not penalize marriage or families; and (G) provides for a taxpayer-friendly collections process to replace the Internal Revenue Service; and (3) the stability and longevity of any new tax system designed to achieve these goals should be guaranteed with a supermajority vote requirement so that Congress cannot easily raise taxes.
