let me thank my colleagues for working hard to get this treaty passed and for being able to achieve that as well, people within the administration. I appreciate the cooperation some of us have had with the chairman of the Foreign Relations Committee, the ranking member and others who have worked hard to try to complete, in a very short period of time, what probably should have taken a lot longer period of time. But I appreciate their efforts to work with us in that regard. I would like to, briefly, speak to three things: the process, the problems, and some positive results of the consideration of this treaty. For those who are watching, I can tell you right now there is only one thing on the mind of everybody in this Chamber: How quickly are we going to get out of here. One colleague said: I have a plane to catch. How long are you going to talk? Will I be able to catch it? That is understandable because every one of us wants to get home to our families.
