Without any involvement by Congress or without any report. Under our amendment, Congress has the ability to say no, and the President would have to continue to submit a report to us and he would have to report to us on the necessity for an underground nuclear test. The requirement for the test would have to be based upon a stockpile stewardship issue--safety and reliability--rather than the mere fact that another nation decided to test, which obviously has no relationship to our stockpile.
