I say to the Senator, my perception is that having passed the law, one reason people referred to it as amnesty is because it was not enforced. There was a commitment to enforce it. I don't know the reasons why it wasn't enforced, but in many respects it was not. The key thing we need to do here, since the American people are skeptical of our ability and our commitment to enforce the laws, in order to be able to adopt the guest worker program and deal with the people who are here illegally and have a work program, in the future we are going to have to demonstrate to them we have the ability and we will make the commitment to enforce whatever law we end up adopting.
