“This amendment would codify and tighten the procedures for personal interviews of people seeking temporary visas. Mr. President, 15 of the 19 hijackers who came here received these kinds of visas. I think in every case but one they were not interviewed as the State Department guidelines call for, as the statute assumes but does not make explicit. This amendment will do that. If there are any issues or questions about it, I would be happy to talk with both the majority and minority. I am hopeful we can work that out.”
