“let me briefly describe what this amendment does and indicate the degree of support that exists for it. Before I do that, let me say that this amendment passed out of the Judiciary Committee with one dissenting vote several months ago. It had been our intention to bring the amendment to the floor as a separate, freestanding bill, but because there was not floor time available to do that, we have had to resort to the amendment process under this bill. I regret that we have to do that, but that is the only way we would get this important piece of legislation before the full Senate. Frankly, Mr. President, it has been good because, during the interim, we have been able to work with parties who had concerns about the bill, and I think, for the most part, we have worked the concerns out. I know that one matter remains to be dealt with later. But except for that, we have been able to improve on the bill since it passed out of the Judiciary Committee. As a result of that, I report to my colleagues that some of the groups and organizations that support this legislation--to give you an idea of the breadth of support we have, it came up because of the Attorneys General of the United States; all 50 attorneys general from our States approve of this and support this legislation and, frankly, they are the ones that asked the Judiciary Committee to move forward with the legislation.”
