I stand corrected--from 55 percent to 53 percent. So we are still taking more than half. More than half of the value of the estate is going to be taken by the U.S. Government rather than passed on to the heirs. I stand corrected. It is not 55 percent; it is 53 percent. But because of the bubble effect, I am sure the Senator from New York would agree that the effective rate is closer to 60 percent, the result of which is that the rate relief that we have provided people--which caused a lot of people to vote for this bill--will be wiped out if this amendment is adopted. Death tax or estate tax relief is very popular in this country. In one poll, it is supported by 89 percent of the people. A Gallup poll last year had one of the lowest percentages of support I have seen: 60 percent. In that poll, over three-fourths of the people acknowledged they would not even benefit from the relief but they understood it to be fair. Anytime more than half of your assets are being taken by the Government, Americans understand that is unfair.
