“as we began this day, the Senate had pending before it a very important piece of legislation addressing the necessity of extending some provisions in our current Tax Code that enable our businesses to compete with others abroad. There were tax provisions, for example, that provide tax credits for businesses that invest in research and development. I think everyone in this Chamber supports extending those important provisions of the Tax Code, yet we cannot consider the legislation and get it done.
