He said-- and I am quoting: The Americans are trying to apply the New START Treaty to rail-mobile ICBMs in case they are built. That, obviously, means if he is saying: We would have to stop the Duma action on this if that is what the U.S. Government is going to claim, they are pushing back on this pretty hard. The question is, why? I do not know whether they intend to build the rail-mobile system. I do not much care whether they build it.…”
