I wish to make a comment. For the benefit of Members, what we are trying to do is to identify those matters we need to try to deal with in the 30 hours postcloture on the START treaty. If Members have amendments they need to deal with, I would appreciate it if they would either communicate with me or with Senator Lugar's staff or Senator Kerry's staff so that we can determine whether to get them on the list and where to plug them in. I would also suggest to Members that there isn't a lot of time left, and if they have comments they would like to make, now is the time to come to the Senate floor. There shouldn't be a minute of quorum call time here. There is a lot to do and not a lot of time to do it. So if Members have something, bring it to us. If they want to speak, they should come to the floor now or as soon as they can get here. My goal is to get as many of the amendments as possible dealt with, if not with a vote then worked out by unanimous consent.
