to the chairman of the Judiciary Committee, in your view, is that an amendment that is germane and relevant and very specific in that it would add one more requirement to the conditions that are allowed--with the benefits--that are allowed under the bill, and would it be your view that in no way would that be a nongermane or nonrelevant kind of amendment?
