the main point is, on the question of the deadlines, the Senator from West Virginia raises an absolutely valid point. The question is, What should we do with regard to two of the dates? I think we can pretty clearly meet the first one. And we have a choice of setting a later date and, therefore, maybe not spurring them to action within a timeframe that really we need to, or setting a more aggressive date which, of course, we can always extend if we are not able to meet it. But there is one other point; that is, the Senator is also correct, we are going to have to get another request from the administration in the final year in the administration's budget to adequately support this. Having the earlier date focuses, then, on getting that money in their budget, so the chairman of the Appropriations Committee has the ability to then plan and incorporate that into the overall budget. So that is part of the rationale. It is nothing more magic than that.
