On the recordMay 22, 1996
this is an amendment to save a little bit of money in the LIHEAP Program, the Low-Income Home Energy Assistance Program. There are 6 years in our budget. The budget of the President and the committee and my amendment are all the same for the first 2 years at $1 billion. The next 2 years, I accept the President's budget numbers, which are $934 million and $819 million respectively. Then, in years 5 and 6, I keep the number, adding $119 million. So for the last 3 of the 6 years, the numbers spent would be $819 million, which is the President's number in year 4. The total savings would be $633 million if we accept this amendment rather than going the route of the Budget Committee. I urge an ``aye'' vote.
