“I want to continue this same theme of discussing ideas that have been put forth by Republicans in the Congress and which the President has claimed he also supports, though in some cases the record would suggest otherwise. Former Congressman and HUD Secretary Jack Kemp has said something that I always thought was very wise. He said that campaigns are not so much about defeating an opponent as they are about providing leadership and new ideas. With regard to welfare reform, the Senator from Pennsylvania talked about that. I remember when President Clinton said, 'Me, too' on that, and tried to steal the thunder, apparently, from Majority Leader Bob Dole, who was prepared to talk about welfare reform, when President Clinton said, 'I like that Wisconsin State plan. That is the kind of real welfare reform we need,' in a Saturday morning radio address.”
