Mr. President, might I make a response to the leader? Mr. McCAIN. I believe it is not Senator Paul who sets the parameters for how many hours of debate and amendments and others; I believe it is the majority leader. Could I talk to the majority leader about how long the debate should be or whether we can have amendments? That is all I am saying.
