it seems to me that, just as a general proposition--let me get your reaction to it--that while guidelines are really important when you are investigating these kinds of activities, you also need to be very careful that you do not get into a situation analogous to the wall of separation that existed before 9/11, where an arbitrary legal standard prevented the sharing of data.
