might I ask my colleague to yield, if I could add one other question to his very important question for my colleague from South Carolina. I have a recollection that during one of the hearings the Senator from South Carolina specifically asked the Secretary of Defense what the consequence would be, and I recall he had a very dramatic response. I wonder if the Senator might share that with us as well. Mr. McCAIN. Mr. President, I ask unanimous consent that Senator Kyl be included in the colloquy. The ACTING PRESIDENT pro tempore.
