As the gentleman well knows, you can make the argument, and our colleague in the United States Senate who is carrying this makes the argument that it actually does take in the U.S. Senate a two-thirds majority to cut taxes. Because of the debate rules they have and the rules on cutting off debate, you really, as a practical matter, to be able to pass a tax relief measure over there, would have to have a two-thirds majority. But under this tax limitation amendment, you would never have to have a two-thirds majority here in the House to enact tax relief. You would have to have a two-thirds majority to enact a tax increase yet one more time.
