As the gentleman understands the proposal being offered by Republicans, one of the key features is choice. That is, we allow people to pick from amongst a variety of plans that meet their own needs; and in addition at least it is my understanding that as the bill we passed and the legislation we are proposing and indeed the legislation being proposed by Governor Bush would give seniors the right to not only choose amongst various plans when they join but to make choices again down the line. If they are unhappy with the plan they pick, they could make a choice at a later point to switch plans. Is that not a feature?
