our goal is to allow and to continue to go forward with revenue-neutral tax reform. Should we shift from the income tax to a sales tax to a VAT tax, whatever we deem is necessary, provided it is revenue-neutral, it can be accomplished with a simple majority. That provides the flexibility that our colleagues on the opposite side of the aisle are so deeply concerned about.
