I am not interested in an argument on the issue. I am interested in the policy behind it. Perhaps I am misreading either the bill's language or the bill report. But let me tell the gentleman what they say. Because lots of times we have these general debates where we talk in great banal generalities but we never get down to the specifics. His proposition is that this language does not mandate any specific type of school reform.
