Secretary Rumsfeld, you are pursuing a temporary increase in manpower levels for the Army which will need to be phased out in a short time and could well reside in the Reserves. Does it not make sense to employ the Call to Service Act's 18-18-18 plan to augment the required end strength you are pursuing?
