If Iraqi leaders had more fully integrated the Sunni minority into the government, if they had passed an oil distribution law that distributed the revenues more equitably, if they had amended the constitution, if they had held provincial elections, would we be where we are today?

it seems to me that, again, from my glancing visit through that country last month, there is a lack of confidence among the other sects--other than the Shia--within this country, of the desire of the government to actually address issues in the entire country.
