There has to be. But I also want to emphasize, one, that Libya is very weak, as you know. Their borders are porous, there's -- radical Islamist elements throughout the country, but still it is the obligation of the host country to protect our consulates, our embassies and our personnel.
McCain stresses the need for an investigation into the security situation in Libya and the responsibilities of the host country.
