I think there's a system here that breeds corruption. That's why you have Congressman Cunningham who has pled guilty already and other scandals which we're going to hear more about. It's a system where this, quote, 'earmarking,' which is pork-barrel projects, have skyrocketed out of control geometrically into tens of billions of dollars.
