I rise today to make this special order as the vice chairman of the page board, a former page myself. I do so with making my remarks on behalf of myself and the gentleman from Missouri [Mr. Emerson], whose therapy for his illness has made it difficult for him to be in the Chamber at this hour, but asked that I especially say to the young people that he joins me in my remarks and joins in wishing them all the very best.

Do you believe that there are reforms that can be made within the U.S. Government, USAID in particular, to help capture and effectively utilize the enthusiasm from these communities?

Yes, there are. And I think actually USAID has undertaken, in these last several years, a lot of those reforms.
